The Kowloon Walled City was not considered part of Hong Kong at the beginning of the city’s open-up. Villagers along the Kowloon Street could enter the Walled City on foot, but foreigners who lived in the Victoria City of the Hong Kong Island had to travel by water. The small boats they took would land at Kowloon Bay — just like the way Hong Kong residents today have to make a departure when going to Macau or the Mainland.
