I guess that’s because the suspension of flight between Hong Kong and China after 1949 damaged the aviation industry!

The reasons for the formation of HAECO
The most important companies in 1948 or 1949 were PAMAS and Jardines. The “two airline” belonged to China, while PAMAS and Jardines were owned by foreign merchant firms instead of the government. The merger in 1950 was the result of slack business. Both of them were foreign enterprises, and they fought for business whenever a plane arrived. So they resolved to merge at last. CNAC and CATC had not much equipment; they had no hangar building but a sheltered, makeshift one. There was no wall whatsoever.
